projects executed by C-DAC
C-DAC has developed
a number of IT Solutions for e-governance, given its expertise
in this area. It is participating in this endeavor of bringing
about a citizen-friendly environment by serving as a technology
partner to governments that are embracing the electronic
form of governance.
C-DAC has a range of
e-governance products in its stable. Some of these are the
Stamp Duty and Registration Software, The Land Management
system for Industrial Development Corporations and many
other unique and exceptional solutions.
Stamp Duty and Registration
Software Application
Various modules have
been developed to cater to different parts of the existing
5 stamp Registration Process, which has been laid down as
per the Indian Stamp Acts and Registration rules. The main
module deals with the actual process of registration of
a document, and is used at the Sub-Registrar’s Office. The
Valuation module provides property valuation and the stamp
duty calculation, which form an important part of this process.
After a document is registered, an integrated scanning module
allows the registrar to complete the process of electronic
copying of the document enabling the department to return
the original to the owner within hours of presentation.
This software is successfully being used by the Department
of Registration, Government of Maharashtra.
Works Management
Suite (WMS)
The Works Management
suite is a multifunctional application. It consists of three
systems, namely the WMS (Works Management System), AMS
(Accounts Management System) and SMS (Stores Management.
System). The WMS is aimed at government departments entrusted
with construction related activities. It has five functional
modules that capture this process.
The Accounts Management
System is a voucher based accounting system capable of handling
all types of financial transactions in a typical divisional
office. The entire expenditure on individual works can be
determined. There is a provision for rectification through
entries in Transfer Entry Order, in case of accidental misclassifications.
The Stores Management
System provides for generation of stock issue and receipt
statements, stock ledgers, material at site account statement
and all the other statutory reports that are to be submitted
along with the divisional accounts to the Accountant General.
Land Management
System (LMS) for Industrial Development Corporations
Any corporation involved in industrial development, provision
of basic infrastructure and amenities, water supply management
and project implementation would find the Land Management
System Software a very handy and effective tool. The LMS
Software addresses the industrial development activity of
any corporation. The LMS has several modules, which address
the various stages of the Land Allotment Process.
The LMS maintains
records related to the Land Allotment Process. These range
from personal details of the allottee to details regarding
plots available in the different industrial areas. Details
related to the procedure, time schedule, scrutiny and remarks
by different authorities form an integral part of the LMS.
Information pertaining to financial transactions, history
and correspondence are also maintained by the system.
Document Management
System
The Document Management
System is an intelligent and state-of-the-art system for
archiving. It consists of several applications that include
scanning, data entry, indexing and archival applications.
Documents that have to be archived are converted into the
electronic format by means of high speed scanning.
The scanned documents
are then stored on CDs. Jukeboxes are provided as a supportive
tool. These scanned documents are given a short description
in the local language for the purpose of indexing. Indexing
is done in the local language and it provides for search
on multiple fields. The Document Management System is presently
in use at two of the six offices of the Department of Archives,
Government of Maharashtra.
