Subsequent
Initiative and efforts
Apart from the
development and deployment of Application Software,
C-DAC
provided its expertise as a TSP for the following
activities with regard to the development of hardware
and network infrastructure at MLS,
Mumbai and Nagpur.
- Procurement of Hardware
that involved identifying office sites, their
requirements, preparing draft tender documents
for procurement, deployment and testing of hardware.
- Development of Network Architecture
with Fibre Optic backbone and structured cabling
across floors at MLS, Vidhan Bhavan, Mumbai
- Development of Network Architecture
at MLS, Vidhan Bhavan, Nagpur.
- Design of Fibre Optic link
to provide reliable connectivity between MLS
and Mantralaya (Secretariat) via New Administrative
Building (NAB), to ensure availability of data
in real time.
- Usage of VSAT Link
for information collaboration between MLS, Mumbai
and MLS, Nagpur during the winter session.
As the work progressed,
an acute need was felt to create a centre to focus
essentially on the coordination of computerization
activities being carried out in MLS, the fallout
of which was the establishment of the state-of-the-art
Information Technology Coordination Centre (ITCC),
comprising of logical units of the Network Operational
Centre, Server Farm and the Operational Support
Facilitation Centre.
The training
activity involved imparting methodical training
to expose the MLS staff to the world of IT, and
build a sound IT culture within the users (Staff
Members of MLS) of the system. As many as 88 select
employees were enrolled and trained by C-DAC's
Advanced Computer Training School (ACTS).
Application specific training workshops were also
conducted to impart training to the staff members
of various branches of MLS to ensure successful
usage of the software as well as to develop dependable
in-house IT expertise at the MLS.
A multipurpose
Facility Infrastructure was created to provide
timely information to the members at a centralized
location. The Facilitation Centre is being utilized
for conducting various training programmes and
also to provide members with Internet access and
other information.
An agreement
with effect from April 01, 2002 to March 31, 2003,
marked the beginning of another extensive collaboration
between the MLS and C-DAC. This phase was focused
on the Enhancement and Maintenance of the Application
Software Suite developed for the MLS. According
to this agreement, C-DAC deployed a team of domain
experts for Enhancement and Maintenance of the
Software Suite for more effective usage by its
various stakeholders. C-DAC had also taken new
initiatives by developing an Intranet portal named
'Legislature -Online' to provide campus wide access
to information.
Fall Out
This eInitiative
in the Maharashtra Legislature Secretariat has
not only exemplified the successful implementation
of information technology within the legislative
domain, but also stands out as a fine model for
the other States to follow, depicting how IT enabling
can help in legislature to become more efficient
in its business processes and customer interfaces.
The system is fully replicable.
