C-DAC’s expertise for the
Department of Registration and Stamps

C-DAC has been offering its services as a turn key solution provider, to the Government of Maharashtra in its endeavor to usher e-governance. Published below are the views from Shri A. H. Pawar, Joint District Registrar & Collector of Stamps, Pune, one of users, of such e-governance projects.

As history has time and again proved, only those who adapt themselves with the changing times have survived. The second half of 20th Century saw widespread proliferation of computers as well as the dawn of the IT revolution across the globe. While the whole world is vying to leverage upon the benefits of this wonderful machine, how can a developed state like Maharashtra remain far behind? The Government of Maharashtra launched its efforts in this direction to bring e-Governance into reality with advice from C-DAC and NIC.

Against this background, the decision to computerise the Department of Registration and Stamps with the help of C-DAC, Pune was taken by the Government of Maharashtra. C-DAC was appointed as the Turnkey Solution Provider.

Initially we were confused as to exactly where and how computers fit into our department’s functioning. We were only aware of the use of computers for typing letters, generating reports, etc. When C-DAC came into the foray of computerization, the approach became more systematic and focussed. C-DAC’s officers, time and again conducted discussions and demonstrated the prototypes of the application for review. As a clear picture started emerging, the extent of features offered became evident.

Haveli - 2 Subregistrar’s office was chosen as the pilot office for computerization and being the Joint District Registrar of Pune district, I take pride in this. The development of the applications involved an in depth understanding of the business work flow and complicated clauses of various acts that govern it. It might have been a tough task in keeping the work flow undistorted and state wide deployment in mind while designing the software. Shri Rajeev Phadke, Shri Mujib Shaikh Shri Suraj Kulkarni and other C-DAC officers spent a lot of efforts in delivering the application software in a short time. With deployment at pilot site, I sincerely feel that we have been successful in achieving the primary milestone of this project. Currently, the activities of issuing receipts, Index 2, valuation of immovable properties, MIS report generation, Cash Book generation, etc. are carried out by the application software. C-DAC has kept a keen eye on the day to day activities and the feedback gathered is recorded and incorporated into the application software. The ultimate aim is to deploy an application, which takes 100% care of all our requirements.

In conclusion, I would l would like to add that C-DAC employees have the capability to understand complicated business processes, translate them in to requirements and design and develop software accordingly. They have demonstrated excellent team work as well as competence in handling this project.
