The Personnel Information
Management System (PIMS) has been developed by C-DAC for
managing personnel information in a large department with
their employees spread at dispersed locations. It was developed
for the Public Works Department, Government of Maharashtra
for its first deployment. It consists of the following modules
that cover the various information of an Employee, which
may be of concern during his/her service tenure in the department:
1. Personal Information:
This module captures the personal details of an employee
which includes the name, identification number, date of
birth, blood group, religion and caste, address, qualifications,
the details of family etc.
2. Recruitment Process:
This module takes care of the information related to
the recruitment process of an employee that includes the
selection process, appointment order details and information
about the various verifications carried out during the appointment.
3. Transfers and Promotions:
This module is intended to maintain the details pertaining
to all the transfers and promotions of employees during
their service, which may subsequently be used for generation
of Civil Lists, Seniority Lists, Select Lists and other
related reports to facilitate the Establishment branch officials
in effecting transfers and promotions.
4. Pay Details: This
module captures the details of any change in the pay scale
of an employee that gets effected due to processes like
promotion, implementation of a new pay-commission's recommendations
etc. It also keeps track of the change in the Basic pay
of an employee as a result of annual increments etc.
5. Leaves: The module
is intended to keep a record of the various leaves availed
by an employee. There is a provision for an employee to
apply for leaves ; the application gets routed to the superior
who can go through his leave balances and sanction his leave.
For certain grades there is a provision for giving additional
charge during the period of absence of an employee and the
module contains a facility for specifying this.
6. Training and Departmental
Examination: This module maintains the information of
all the trainings undergone, workshops and seminars attended
by an employee. It also has a provision wherein the record
of an employee in the various departmental examinations
that he/she is required to undertake can be maintained.
7. Reviews: This
module takes care of the annual confidential reviews as
well as other age-dependent reviews of employees. Provisions
also exist for entering the various awards and memos given
to employees.
8. Reimbursements:
The module is designed to take care of medical and travel
expense reimbursements to the employees. Based on relevant
entries the claims can be generated which can then be processed
for final payments.
9. Retirement Benefits:
The module maintains the record of various retirement
benefits applicable to an employee and further keeps a track
on the process that results in the final payment of these
benefits to the retired employee.
10. Monthly Pay-bills:
This module generates the monthly pay of an employee
based on the his entries in Pay Details, Leave Details and
depending on various advances taken and deductions applicable
during a particular month. The module has been designed
to generate various reports that a typical Government office
in Maharashtra submits to the Treasury office for clearance
of the pay-bill of the office.
11. Office Structure:
This module provides a provision to define the hierarchy
of offices in a department and also the various posts in
an individual office.
12. Master Information:
This module maintains all the information that is common
for the entire organization, and changes in which are monitored
on a organization-wide scale. It also contains the various
rules and regulations with respect to various entitlements
of Leaves, Dearness Allowance, House Rent Allowance etc.
