History of RICCR's creation:
RICCR's cooperation began with India from 1988 with Prof.
R. Narasimha, NAL, Bangalore, in the area of aerospace engineering.
In ILTP frameworks within the area Computer sciences there
were executed more than 20 projects, organized 5 joint Russian-Indian
exhibitions in Moscow at ICAD RAS and several dozens of
scientists and engineers participated in scientific exchange.
As a result of almost 15-years cooperation both sides (Moscow
and India) came to an agreement about setting up the Russian-Indian
Centre for Computing Researches (RICCR) which could allow
to use joint Supercomputer of PARAM series (the first installations
at the beginning of 90th years) and fundamental software
developments of Russian scientists.
In November 1998, Prof.
V.S. Ramamurthy, Secretary, DST, and Academician Yu. S.
Osipov, President of Russian Academy of Sciences signed
"Program of Cooperations in the Field of Computer Researches
between DST and RAS." This program designated the basic
stages of further cooperation within the framework of Program
ILTP.
Russian Academy of Sciences
made an extremely important step for realization the said
and in 1988 accepted the Resolution No. 251 on creation
of RICCR, followed by Resolution No. 293.
During one and half years
huge work on preparation of necessary documents, on their
legal examination, approval by Russian and Indian sides
was done.
In July 2000 the first
Meeting of Joint Committee the Supreme Organ of the Russian-Indian
Centre supervision took place. It took up a number of organizational
decisions and approved of the Centre Charter.
Some more months of intensive
work with the Governmental structures of Russia and in December,
2000 the Russian-Indian Centre was registered as independent
legal structure.
