Since
1987 there have been annual discussions and decisions taken
on the essential problems of scientific and technical development
of Russia and India. The mutual advantage which brings cooperation
in the framework of ILTP is noticeable and indisputable.
The tendency of global
development of science and high technologies implies a uniform
cycle: Idea - its scientific embodiment - creation of a
ready product - promotion of the product to the international
market - application of the product by the end user.
This process demands continuous
support by experts of various directions: scientists-researchers,
programmers managers, economists, lawyers, etc.
In this aspect a problem
of ILTP projects is absence of management and commercial
component in presence of high-level scientists teams. Time
has demanded new forms of scientific projects organization,
because purely research collective cannot carry out all
necessary organizational functions.
ILTP Head Officials fully
realized this problem and as the answer to time demands
the decision on creation of the Russian-Indian Centre for
Advanced Computing Researches was accepted. RICCR has become
a part of Russian Academy of Sciences, a branch of Mathematical
Sciences since May 2002.
As on of its goals, the
Centre considers activity on assistance of creation scientific
and business links between state and commercial structures
of India and Russia. RICCR plans:
- To continue work jointly by C-DAC and
ICAD RAS under scientific ILTP projects, including new
projects submitted for consideration of the present ILTP
Session;
- To conduct active search of new partners,
and also intensive work for conclusion of new contracts
on scientific and technological development;
- To organize and carry out International
conferences together with our Indian colleagues, and also
together with them to participate in were known and prestigious
International symposiums, searching for new projects;
- To promote Russian and Indian scientific
and technological products on the markets of our two countries
and the markets of the third countries of the world.
RICCR serves as the computer
base for the Centre of Collective Use. Its users are: ICAD
RAS, INM RAS, ISP RAS, IEP RAS, CC RAS, IPM RAS, IMM RAS,
IPCP RAS

Centre Mr. M.M. Joshi, Minister of Science and Technology,
