Mr. Oommen Chandy,
Honble Chief Minister of Kerala launched the maiden
courses on Cyber forensics by C-DAC,
Thiruvananthapuram at a function organized at the
centre on June 30, 2005. The objective of the national
launch of the Cyber Forensics courses is to meet the
requirements of trained manpower in the field of Cyber
Forensics as well as assist law enforcement agencies
and the judiciary to follow up on cyber crime investigations.
Also present on the occasion were Mr. B. Vijayakumar,
MLA, Mr. K. Mohankumar, MLA, Mr. Rajan K. Medhekar IPS,
ADGP, Kerala Police, Mr. Rajan T Joseph, Executive Director,
C-DAC, Thiruvananthapuram and Mr.
S. Ramakrishnan, Director General, C-DAC.
To begin with, C-DAC will offer two courses- Post Graduate
Diploma in Cyber Forensics and the Certificate Course
in Cyber Forensics (part time). The courses are targeted
towards practicing law enforcement agencies, law graduates
keen on Cyber Forensics as their specialization and
forensics science graduates interested in pursuing their career
as Cyber Forensics Consultants.
The surge of cyber crime cases in the country has become
a new reality for law enforcement agencies putting it
on par with real-world crimes. The growth
of Information Technology has put us beyond the physical
boundaries and into a new digital global village with
endless benefits as well as downsides. Law enforcement
agencies and legal systems have found it embarrassing
to address the new scenario. Today, law enforcement agencies are
increasingly registering more and more damaging cases
of cyber crime, without the proper means and know-how
to tackle or investigate them. The problem also extends
to the fact that any cyber crime investigation has to
be legally acceptable by the judiciary.
In the current scenario,
cyber crimes cannot be completely prevented. However,
the Government of India has enacted the Information
Technology Law in the year 2000 to effectively tackle
cyber crimes especially eCommerce security related issues.
The new courses on
Cyber Forensics merges the capabilities of the Software
Training and Development Centre STDC, the educational
wing of C-DAC, Thiruvanathapuram and the Technical Resource
Centre for Cyber Forensics (TRCCF) at C-DAC, Thiruvananthapuram,
a unit of the Department
of Information Technology, Govt. of India and the
pioneering institution in India working on Cyber Forensics.
The TRCCF has successfully completed and commercialized
a set of indigenous tools for acquiring and analyzing
digital evidence namely TrueBack (Disk Imaging Tool),
CyberCheck (Data Recovery and Analysis Tool) and EmailTracer
Tool for analyzing and tracing the sender of emails.
The TRCCF also conducted cyber forensics analysis of
digital evidence in a number of cases. A number of training
programmes on Cyber Forensics have also been conducted
by the TRCCF for Judicial Officers, Police Officers
and Forensics Scientists. C-DAC also has plans to offer
short time courses, certificate courses, and diploma
courses in Cyber Forensics.
Commenting on the launch
of the Cyber Forensics courses, Mr. S. Ramakrishnan,
Director General, C-DAC said that the courses would
open the doors of modern IT based techniques to
law enforcement agencies to check the rise of cyber
crime and act as a strong deterrent to cyber criminals.
The National Launch
of Cyber Forensics Courses targeted at law enforcement
agencies is the first ever initiative of this kind.
The STDC is offering the first batch of the course exclusively
for the Kerala Police. The Government of Kerala has
already approved the same and order has been issued.
