The Centre for Development
of Advanced Computing (C-DAC)
formally handed over the KAVERI (Karnataka Valuation and
eRegistration) software, developed for the Karnataka State
Department of Registration and Stamps, to the Honorable
Minister of Revenue for Karnataka, Shri. H.C. Srikantaiah
at a small ceremony organized at its Pune Head Office on
August 11, 2003. Developed and put in operation within a
year, KAVERI is also the recipient of the Gold Medal awarded
by the Department of Personnel and Training, Government
of India during the National Conference on eGovernance held
in 2002, as a best business process reengineering software
application.
The handing over
ceremony was attended by the Revenue Minister of Karnataka,
Shri. H.C. Srikantaiah, Shri. D. Satyamurty, IGR, Karnataka,
Dr. Nitin Kareer, IGR, Maharashtra, Shri.
R.K. Arora, Executive Director, C-DAC along with members
from both C-DAC and the Karnataka government. Welcoming
the guests on the occasion, Shri. Arora said "despite
the multi-locational nature of the project, making it more
complex, the role of facilitating a link between the government
and the people is what drove the entire team to deliver
on our commitments". Addressing the gathering, the
Hon'ble Revenue Minister, Shri. H. C. Srikantaiah showered
praises on C-DAC for the 'commendable job in developing
a world-class software'. He lauded the speed with which
the software was developed and claimed that it certified
to the 'quality of C-DAC'. According to him, "the KAVERI
software will be another landmark in the history of C-DAC's
commitment to take IT to the doorsteps of the common man".
Shri. D. Satyamurty,
IGR, Karnataka described KAVERI as the software that has
"broken all the records of all time" and has promised
that the software shall be operational at 220 locations
over Karnataka within a short span of two weeks. He said
that C-DAC's expertise had been amply demonstrated in the
flexibility of the software, which even a peon in his department
could learn to use. The pilot phase of the software has
just been completed in August.
C-DAC had been appointed
the Total Solution Provider (TSP) for the development of
the software in July 2002. Although, C-DAC had some previous
experience through the development of SARITA (Stamp And Registration with Information Technology Application)
for the Government of Maharashtra, the different rules and
regulations of Karnataka made the task complex. Dr. Nitin
Kareer, IGR, Maharashtra assisted the C-DAC software development
team as the technical advisor to the project. And according
to him, KAVERI far surpasses Maharashtra's SARITA in all
its departments.
The KAVERI software
will service 220 Sub-Registrar offices across 28 different
districts in the state of Karnataka and will handle around
10-12 lakh registered documents in a year, over an annual
revenue outlay of approximately Rs. 1500 crores.
