Planning minister M.V. Rajashekaran has stated that the planning commission had finalised
the Eleventh plan (2007-12) which enunciates faster
and more inclusive growth. He said the Commission after
wide spread consultations has identified a number of
monitorable socio-economic targets with defined objectives
for the 11th plan.
Outlining them Mr. Rajashekaran told
that steps have been taken to accelerate growth rate
of GDP from 8 percent to 10 percent and maintain at
10 percent in the 12th plan in order to double the per
capita income by 2016-17. Increase agricultural GDP
growth rate to 4 percent per year, create 70 million
new work opportunities and reduce educated unemployment
to below 5 percent. He was speaking at the valedictory
function of the three day international
conference on e-science and grid computing here
today.
Mr. Rajashekaran stated that despite
its total population being less than one third of India's
1.1 billion, US was able to engage more people in research
which was why solutions to the problems of that country
was forthcoming in time and the governments there was
able to meet the requirement of the country without
any delay.
Mr. Rajshekaran said in India only
110 persons per million population were engaged in research
and development compared to 4500 per million in the
US. But on the other hand, India had nearly 9 million
science graduates, 2 million postgraduates, and a lakh
of PhDs. In addition 2 million fresh students enroll
for science degrees annually along with another 7 lakh
in engineering. These numbers assure us that there was
no shortage of technical manpower. But when it comes
to quality only 8-10 percent of them were employable
in the sunrise industries Mr. Rajashekaran said.
He said the eleventh plan also has
envisaged a high growth phase for educational infrastructure.
About 400 institutions will come up during the plan
period. He said the National Skill Development Mission
(NSDM) will be institutionalized through which capacity
expansion for skill development by a factor of five,
enlargement of skill spectrum to 2000 trades, establish
credible accreditation and examination systems, establishment
of national skill inventory and database for skill deficiency
mapping and creation of virtual skill development resource
network.
