C-DAC has been appointed as a Technical Solution Provider
(TSP) for the computerization of the 'Stamps & Registration'
operation and the 'Scanning and Archiving of the documents'
in all the offices falling under the jurisdiction of
the Inspector General of Registration (IGR), Government
of Karnataka. To that effect, C-DAC has signed a Memorandum
of Understanding (MOU) with the Department of Stamps
& Registration (DSR), Government of Karnataka, and
received a work order to begin the development. Code
named KAVERI (KArnataka Valuation and E RegistratIon),
the project involves the computerization of 220 sub
registry offices across Karnataka.
Following the successful
computerization of the Department of Stamps & Registration,
code named SARITA (Stamp And Registration with Information Technology
Application) for the Government of Maharashtra and Government
of Uttar Pradesh, Centre for Development of Advanced
Computing (C-DAC)
has now undertaken this assignment for the Government
of Karnataka.
Shri. Satyamurthy,
Inspector General Registration, Karnataka the principal
architect of this project and a user too, said on the
occasion of signing the MOU "We are happy to see
that C-DAC has responded to our call and a long standing
need and look forward to a win-win situation in this
truly private-public partnering project."
Citing the MOU as a
vindication of C-DAC's eGovernance proficiency, Shri.
R.K. Arora, Executive Director, C-DAC said, "C-DAC
is steadily creating a stronghold in developing customized
software solutions to address the needs and requirements
of the States as well as Union Government Departments".
"State Governments today also need comprehensive
multilingual computing based eGovernance solutions and
C-DAC with its impressive track record in this area
is ideally positioned to deliver them" he added.
C-DAC, which has initially
carried out a Pre feasibility study, will now conduct
a System Requirement Study (SRS) and prepare a System
Design Document (SDD) before full-scale development
begins. After the Software development and testing,
C-DAC will carry out the Pilot installation to be followed
by statewide deployment in a record time of months.
As part of this project, C-DAC will undertake the statewide
deployment of the software on the Build, Operate and
Transfer (BOT) basis involving interested entrepreneurs
and will impart training to them for smooth running
of the system. C-DAC has also been assigned to develop
the DSR website. The software will support networking
and EC enability as well.
