   On-line management and monitoring system launched  
  New Delhi, November 15, 2002

The Minister of Rural Development, Shri. Shanta Kumar has today launched the On-line Management & Monitoring System of the Pradhan Mantri Gram Sadak Yojana (PMGSY).

The Pradhan Mantri Gram Sadak Yojana, a Programme to connect 1,60,000 habitations by 2007 at an estimated cost of Rs.60,000 crore is currently under implementation. Presently over 20,000 road works of over Rs. 7,500 crore are in various stages of execution in 28 States and 6 Union Territories. In order to effectively monitor the entire Programme and bring about improved efficiency, accountability and transparency in implementation, a web enabled application software - Online Management and Monitoring System (OMMS), has been developed by Centre for Development of Advanced Computing (C-DAC), Pune.

The application software has been made available to the various users through the PMGSY website- www.pmgsy.org. This site contains special sections for Members of Parliament (MPs), Citizens and Government officials through which they have been provided access to relevant information.

Facilities for Citizens

Up-to-date information about the Programme will be made available to the citizens. This would include information on the Connectivity status, projects cleared (sanctioned length, cost etc.) and progress of road works for individual Blocks, Districts and States. Photographs and video clips of actual road works will be published. Information about tenders and important items of news about the Programme implementation from across the country will also be provided to the citizens. Information about the quality of works being executed, through the reports of the National Quality Monitors, and performance of various Blocks, Districts and States in the Programme implementation will be made available. Citizens can also give their feedback in the form of comments, queries or complaints. Complaints will be registered and responded to in a definite time frame.

Facilities for MPs

The Members of Parliament will be kept abreast of the status of Programme implementation through information about the status of progress of various projects of their constituencies. There also exists a facility for online forwarding and tracking of their proposals. Access to the detailed report of National level Quality Monitors for the works being executed in their constituencies will also be given to them. This will enable than to keep a close watch on the quality of road works.

Facilities for Government Officials

OMMS will facilitate the officials involved in the Programme in managing the enormous data that will be generated at various stages of the Programme. The design of the software to ensure single point data entry will facilitate in eliminating repetitive and time-consuming tasks of data compilation and aggregation at various levels. The facility provided for on-line submission and clearance of proposals, estimates etc. will substantially reduce the inter-agency time delays. Availability of latest information at the click of a mouse will facilitate the policy makers and executing officials in taking informed decisions. Activities requiring urgent attention would be flashed to the concerned officials to facilitate them in taking timely preventive and corrective actions.
