Notification for inviting applications of Consultant (Part time/Visiting) at C-DAC, Thiruvananthapuram

1. Objective:

C-DAC Thiruvananthapuram requires the service of an Indian Sign Language (ISL) Consultant (Part time/Visiting) as part of execution of the project - 'ChalaChitra Vaachana : AI - Based Intelligent Audio Description' and hence invites application from qualified individuals, other than retired Government Officials, who have expertise in the relevant area.

Brief description of the project:

Development of an Artificial Intelligence-based platform that automatically generates Indian Sign Language (ISL) animations for spoken content in videos, thereby enhancing digital accessibility for Deaf and Hard-of-Hearing users. The platform integrates speech recognition, natural language processing, text-to-gloss conversion, sign language generation, and avatar animation to provide synchronized ISL interpretation for multimedia content.

Requirement:

• To provide domain expertise for the development, validation, and enhancement of AI-generated ISL content.
• Ensure linguistic accuracy, grammatical correctness and compliance with Indian Sign Language standards throughout the project lifecycle.
• Recording of high-quality Indian Sign Language videos, standardization of sign language datasets, and validate the recorded sign language videos to support the development, training, and evaluation of AI models for automatic ISL generation.
   

2. Name of the Post: Consultant (Part time/Visiting)):

i. Minimum Eligibility Criteria:

Qualification: Graduation with Certificate in ISL 'C' Level or DISLI (Diploma in Indian Sign Language Interpretation) course recognized by RCI.

Experience: Minimum three years of active experience in ISL interpretation

Age limit: Maximum age limit for applying against this requirement is fixed as 40 years as on 01.01.2026.

ii. Terms of Reference (ToR)

• Review and validate text-to-ISL gloss conversion.
• Develop and standardize ISL glosses for domain-specific vocabulary.
• Verify linguistic correctness and naturalness of AI-generated ISL sequences.
• Recommend improvements in ISL grammar, sentence structure, and non-manual features.
• Assist in preparation and validation of ISL datasets.
• Evaluate generated ISL avatar animations and provide corrective feedback.
• Participate in technical review meetings.
• Advise on ISL standards and accessibility guidelines.

iv. Remuneration and other conditions

Monthly remuneration shall be fixed appropriately within the range of Rs. 5,000/- to Rs. 8,000/- for per day visit, by the Screening-cum-Selection Committee based on the experience of the candidate and evaluation & performance in the interview.

The service shall be extended to C-DAC for a maximum of 15 days in a month. However, as when required by C-DAC, the service shall be provided either in physical or in other mode. For the days on duty, the working hours shall be same as that of C-DAC office i.e. from 9-00 AM to 5-30 PM and it may be extended considering the work exigencies. Attendance will be recorded on a monthly basis and there will be proportionate deduction in remuneration w.r.t. attendance of that particular month. TDS and other taxes shall be deducted as applicable from time to time. In case of any official tour, expenses will be paid as per rules of C-DAC. The selected Consultant shall observe the rules and regulations of C-DAC that exists and that may be changed from time to time, unless specifically exempted from any such rule by the Competent Authority.
 

3.Tenure and place of posting

The tenure of the selected Consultant shall be for a period of one year from the date of engagement and place of posting will be at Thiruvananthapuram. Further extension if any, will be only at the discretion of C-DAC.
The engagement shall be of a temporary nature against specific project requirement and can be cancelled at any time by C-DAC without assigning any reasons.
 

4. Submission of Application

Prospective candidates are required to submit their application along with necessary documentary proofs in support of their eligibility criteria. The format for submitting application is provided as Annexure 1. Duly filled and signed application form along with self attested copies to prove educational qualifications, experience, age etc shall be sent to the email hrd-tvm@cdac.in on or before 23.09.2026. Applications received after 23.09.2026 will not be considered for evaluation process. While sending the application, please mark the respective subject line as - "Application for Consultant (Part time/Visiting) at STDC, C-DAC (T)".

5. Evaluation process

Only those Applicants who qualify the Pre-Qualification/Minimum Eligibility Criteria shall be considered for further selection process. Any application found to be non-compliant to the requirements, shall be rejected and shall not be considered for further selection process.

Applicants are required to submit all the supporting documents (self attested) to prove their qualification, experience, age etc along with the duly filled and signed application. However, C-DAC reserves the right to summarily reject any application which does not contain all the mandatory supporting documents or may ask the applicant to resubmit documents, if found necessary. The decision of C-DAC shall be final and binding in this regard.

C-DAC reserves the right to adopt the criteria for evaluation process and disqualify any applicant based on criteria fixed, and its decision shall be final.


Only those applicants who qualify the Pre-Qualification/Minimum Eligibility Criteria shall be called for interview (offline/online).
