C-DAC and the Odisha Computer Application Centre (OCAC) have entered into a strategic partnership through the signing of a Memorandum of Understanding (MoU) to strengthen collaboration in emerging technologies, digital governance, research, innovation, and capacity building. The partnership aims to leverage the complementary strengths of both organizations to accelerate technology-driven governance and foster a robust digital ecosystem in the State of Odisha.
The collaboration will focus on key technology domains including Artificial Intelligence (AI), High Performance Computing (HPC), Quantum Computing, Internet of Things (IoT), Cybersecurity, advanced computing, digital public infrastructure, e-Governance solutions, skilling, and collaborative research & development. Through this partnership, C-DAC and OCAC will work together to develop indigenous technology solutions, promote innovation, strengthen institutional capabilities, and support the Government of Odisha in delivering secure, scalable, and citizen-centric digital services.
The MoU was signed on July29th, 2026 at Bhubaneswar by Shri E. Magesh, Director General, C-DAC, and Shri Sabyasachi Hota, OAS (SAG), General Manager (Administration), OCAC, in the gracious presence of Dr. Mukesh Mahaling, Hon'ble Minister of Health & Family Welfare, Parliamentary Affairs, and Electronics & Information Technology, Government of Odisha.
The ceremony was also graced by Shri Vishal Kumar Dev, IAS, Additional Chief Secretary, Electronics & Information Technology Department, Government of Odisha, and Chairman, OCAC; Dr. Pradeep Kumar Raut, OAS (SS), CEO, OCAC; Shri Kaustuva Dipta Pany, IRTS, Executive Director, OCAC; Shri Mrinmoy Kumar Das, Executive Director, C-DAC Kolkata; Dr. Ch. A. S. Murty, Executive Director, C-DAC Hyderabad; and Dr. Debashish Jena, Professor, Department of Computer Science, IIIT Bhubaneswar, along with senior officials from the Government of Odisha, OCAC, and C-DAC.
This strategic partnership reflects C-DAC's commitment to advancing Digital India through collaborative innovation, indigenous technology development, and strategic partnerships with State Governments. By combining C-DAC's expertise in advanced computing and digital technologies with OCAC's leadership in e-Governance implementation, the collaboration is expected to accelerate the adoption of next-generation technologies and contribute significantly to building a secure, resilient, and digitally empowered Odisha, aligned with the vision of Viksit Bharat 2047.
