In a significant development underscoring the growing importance of digital public financial management systems, the Government of India, Ministry of Finance, Department of Expenditure has formally recognized the Works & Accounts Management Information System (WAMIS) in its recently issued guidelines for Special Assistance to States for Capital Investment (SASCI) 2026-27.
The guidelines1, which outline a comprehensive framework for incentivizing States to strengthen financial governance and infrastructure, explicitly identify WAMIS (or equivalent systems) as a critical component under Part IV - Strengthening Public Finance IT Infrastructure in States.
Strategic Importance of WAMIS
As per the guidelines, States are eligible for financial incentives upon implementation of a Works Management System (WAMIS/WAM) integrated within their IFMIS ecosystem. The system is expected to cover the entire lifecycle of public works, including:
- Administrative and financial sanctions
- Electronic Measurement Books (e-MB)
- Billing and payments
- Validation and monitoring acrossdepartments
This formal inclusion positions WAMIS as a nationally endorsed digital backbone for public works and expenditure management, reinforcing its relevance in achieving transparency, efficiency, and accountability in government operations.
Recognition of C-DAC's Contribution
C-DAC's2 role in the design, development, and successful implementation of WAMIS across multiple States now stands validated at the highest policy level. What began as a technology-led solution to streamline works and accounts management has evolved into a benchmark platform influencing national policy direction.
This recognition is not merely symbolic, it reflects:
- The maturity and scalability of the WAMIS solution
- Its alignment with national financial reform priorities
- Its proven ability to drive end-to-end digitization of public works execution
Catalyst for Nationwide Adoption
With the Government linking financial incentives (₹50 crore per component) to the implementation and integration of WAMIS with IFMIS and e-Procurement systems, States are now strongly encouraged to adopt such platforms.
